  4.     Colombia is rich in rebels, but the government of President
  5. Virgilio Barco has slowly been coming to terms with them. The
  6. first to switch from outlaw group to political party is M-19,
  7. a 1970s leftist band of middle-class guerrillas who moved from
  8. symbolic displays of conscience, like holding "hostage" the
  9. sword of Latin American liberator Simon Bolivar, to acts of
  10. terror and violence. In 1985 M-19 bungled a takeover of Bogota's
  11. Palace of Justice, triggering a battle with government forces
  12. that left more than 100 dead.

  14.     Last week M-19 agreed to put down its guns. Saying he was
  15. "ready for the big leap," rebel leader Carlos Pizarro
  16. Leon-Gomez, 37, signed an agreement with the government to
  17. demobilize in exchange for a general amnesty and the right to
  18. form a political party that could participate in elections
  19. scheduled for next December.

  21.     The accord provided a heady moment for Barco, who is
  22. negotiating cease-fires with two other leftist rebel groups. A
  23. fourth group, the Cuba-trained National Liberation Army (ELN),
  24. remains recalcitrant. But Barco's government has accepted the
  25. resignation of a Cabinet minister, one of the ELN's conditions
  26. for talks.
